Regional diversity in the Horn of Africa may challenge economic growth, but the countries in the region have one thing in common: the need for sustainable development that eradicates extreme poverty, boosts shared prosperity, and supports economic transformation for building peace and stability.

The Horn of Africa today presents a positive investment climate that has spurred national and regional leaders to collaborate on actions to address their shared development needs.

The Horn of Africa Initiative brings together strong development partnerships in economic, infrastructure, social, and human development. The results of the programs undertaken by this initiative bring tangible improvements in the lives of nearly 190 million people living in the region.

Horn of Africa Initiative

“…the Horn of Africa Initiative provides a suitable platform for countries to act decisively and in a more coordinated manner.”

Five countries of the Horn of Africa — Djibouti, Somalia, Kenya, Ethiopia, and Eritrea — came together to launch the Horn of Africa Initiative and issued a communiqué on 18 October 2019 highlighting their partnership and the importance of regional cooperation and concerted action to address cross-cutting development challenges of the Horn. Sudan joined the Initiative subsequently.

The Horn of Africa countries face common security, development, and social challenges, call for a coordinated, regional approach. Together, these countries can deepen and accelerate gains in the areas of regional connectivity in energy, transport, and digital infrastructure, trade and economic integration, resilience, and human capital development.

The new trajectory in regional cooperation in the Horn provides the basis for the Horn of Africa Initiative.
