The Roadmap for Private Sector Engagement and the Roadmap for Accelerating Development in the Border Areas of the Horn of Africa were presented to the HoAI Ministers and the Development Partners supporting the Initiative for endorsement at the 18th Ministerial Meeting held in Addis Ababa on October 3, 2023. Both roadmaps set out a series of strategic objectives to guide the Horn of Africa’s development plans over the next five years, with a range of activities on which the technical and financial assistance from Development Partners will converge.
These roadmaps build on discussions in previous Ministerial Meetings and were developed under the guidance provided by the Ministers. They were elaborated between June to September 2023 by two teams of experts from the World Bank in collaboration with other development partners, and under the coordination of the Horn of Africa Secretariat. The two teams worked closely and consulted with a wide range of stakeholders from both the public and private sectors, as well as civil societies in the Horn of Africa countries.
