Ministers providing leadership and direction for the HoA Initiative

The Finance Ministers of the Horn of Africa Initiative provide leadership as the highest decision making unit of the Initiative. The Ministerial Group regularly holds the Ministerial Roundtable in a predictable timetable, every quarter to review the progress so far with regard to HoAI’s regional integration agenda and the implementation of the HoAI package. The Ministerial Roundtable also discusses other relevant and proposed thematic areas to the HoAI. At the same time, any
implementation challenges are brought to the attention of the Ministers for their attention, counsel and advise.

The meeting agenda often includes brief remarks by the co-Chairs, followed by technical presentations on the selected thematic areas been discussed. Such focused discussions provide opportunities for the interventions by the Ministers and DPs).

The Ministerial Group is presided over by a Chair, held on a rotational basis. The current chair of the Initiative is the Minister for Finance of the Federal Democratic Republic of Ethiopia, H.E. Mr Ahmed Shide. In the spirit of cooperation, the Ministerial Roundtable is co-chaired by a Development Partner. Currently, HoAI has four Development Partners: African Development Bank, the European Union, the World Bank and the newest, Federal Ministry of Co-operation and Development, Germany (BMZ) who joined in June 2023. Other Development Partners interested in supporting the Initiative, attend the Ministerial Roundtable as observers.
