Finance Ministers from six Horn of Africa nations gathered in Addis Ababa on February 18, 2025, for the 23rd Ministerial Meeting of the Horn of Africa Initiative (HoAI). Co-chaired by Ethiopia and the African Development Bank, the meeting reviewed the Initiative's first five years and focused on resource mobilization and policy reforms.
Ministers endorsed recommendations to maintain the current structure, accelerate policy actions for investment impact, and boost resource mobilization to address funding gaps. Discussions also highlighted the need to enhance portfolio performance and strengthen monitoring and communication as the Initiative matures.
