Regional diversity in the Horn of Africa may hamper economic growth, but the countries in the region have one thing in common: the need for sustainable development that eradicates poverty and supports the region’s economic transformation.

Political conflicts have subsided, generating a positive investment climate that has spurred regional leaders to collaborate on actions that will address the common needs of their countries.

The Horn of Africa Initiative brings together strong partnerships in economic, infrastructure, social, and human development. The implementation of the programs stemming from this initiative will bring tangible benefits to the lives of nearly 190 million people living in the region.

Launching the Horn of Africa Initiative, five countries of the Horn of Africa— Djibouti, Somalia, Kenya, Ethiopia, and Eritrea— issued a communique on 18 October 2019 highlighting their partnership and stressing the importance of cooperation and concerted action to address common challenges affecting the sub-region.

The Horn of Africa countries face common security, development, and social challenges, which partly justifies the need to adopt a regional approach. Together, these countries can deepen and accelerate gains in the areas of regional infrastructure networks, trade and economic integration, resilience, and human capital development.

The recent positive trajectory in regional cooperation in the Horn provides the basis for the new Horn of Africa Initiative.

Convening stakeholders and influencers to engage in creating multilateral strategies

The Horn of Africa Initiative will convene influential leaders and stakeholders to facilitate dialogue and generate provocative ideas that will shape the organization’s vision for the regions of the Horn. The summit is a way to focus and integrate these ideas that will create a vision for change.

It is imperative to have a shared perspective about the future direction of the HoAI and establish the guiding principles that will propel the program towards success.
