The 24th Ministerial Meeting of the Horn of Africa Initiative (HoAI) convened on April 23, 2025, in Washington, D.C., bringing together Finance Ministers from Djibouti, Ethiopia, Kenya, Somalia, South Sudan, and Sudan. Co-chaired by Ethiopia's Finance Minister, H.E. Mr. Ahmed Shide, and the World Bank's Acting Vice President for Eastern & Southern Africa, Mr. Amit Dar, the meeting focused on regional trade and trade facilitation.
Ministers acknowledged the significant US$10 billion in support from Development Partners (AfDB, EU, BMZ, UK, World Bank Group) and the ongoing engagement of IGAD and observers. Building on prior commitments and technical consultations, the discussions centered on policies, institutions, and reforms to enhance trade. The meeting concluded with deliberations on a short-to medium-term action plan featuring nine key measures aimed at boosting trade across the Horn of Africa.
