25th Ministerial Meeting
The 25th Ministerial Meeting of the Horn of Africa Initiative (HoAI) was held on July 14, 2025, at the African Development Bank (AfDB) headquarters in Nairobi, bringing together Finance Ministers from Djibouti, Ethiopia, Kenya, Somalia, South Sudan, and Sudan, alongside key development partners.
The meeting was chaired by Somalia’s Finance Minister, Hon. Bihi Egeh, and focused on digital facilitation — a central pillar for advancing regional integration, improving public service delivery, promoting innovation, and expanding digital infrastructure.
Ministers reaffirmed their commitment to harnessing digital transformation as a catalyst for inclusive economic growth, job creation, and cross-border connectivity. They also emphasized the importance of scaling up coordinated efforts and investments in digital public goods.
The session built on the momentum of previous meetings and technical consultations, with partners including the AfDB, EU, BMZ, UK, World Bank Group, and IGAD reiterating support for the region’s digital agenda. The meeting concluded with a shared call to fast-track the implementation of digital facilitation priorities within the broader HoAI framework.
